STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
AN ACT relative to inventory controls for paper ballots.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Inventory Controls for Accountability of All Paper Ballots. Amend RSA 656 by inserting after section 1-a the following new section:
656:1-b Inventory Controls for Accountability of All Paper Ballots. The secretary of state shall issue purchase orders to the ballot printing supplier, with line items identifying the quantity deemed necessary for both election day ballots and absentee ballots purchased, by town and/or city ward, as identified under RSA 656:19, RSA 656:26, and RSA 656:33 through 656:34. The secretary of state shall generate a moderator’s certificate, in accordance with RSA 658:32, identifying by town or city ward, whichever is applicable, the number of ballots and absentee ballots purchased by the secretary of state, and distributed to every town or city ward under the direction of the secretary of state. Such form shall be used for ballot reconciliation on the moderator’s worksheet under RSA 659:73 and as needed for purposes of recounts and audits.
2 Effective Date. This act shall take effect 60 days after its passage.
