Floor Amendment to HB 1243

 

Amend the title of the bill by replacing it with the following:

 

AN ACT revising the laws relative to retail installment sales of motor vehicles, and relative to property tax offset for the town of Hampstead and making an appropriation therefor.

 

Amend the bill by replacing all after section 3 with the following:

 

4 Department of Health and Human Services; Hampstead Hospital; Property Tax Offset. The department of health and human services is hereby appropriated $154,000 in general funds for the fiscal year ending June 30, 2025. From this amount and amounts appropriated in the state operating budget account 05-95-98-980010-2648, the department shall distribute $191,166 in the fiscal year ending June 30, 2025 to the town of Hampstead, to offset impacts to the town’s property tax base resulting from the state’s acquisition of the Hampstead hospital. The governor is authorized to draw a warrant for the amount appropriated in this section out of any money in the treasury not otherwise appropriated.

5  Effective Date.  

I.  Sections 1 - 3 of this act shall take effect January 1, 2025.

II.  The remainder of this act shall take effect on July 1, 2024.

AMENDED ANALYSIS

 

This bill:

 

I.  Revises the law on retail installment sales of motor vehicles administered by the banking department.

 

II.  Is a request of the banking department.

 

III.  Makes an appropriation to the department of health and human services and the town of Hampstead to offset the reduction in tax revenue from the state's acquisition of Hampstead hospital.
