METHODOLOGY:

This bill prohibits electric vehicles from parking in parking garages and requires a fine to be issued by the town, city or municipal police department for any violation of this bill.

The New Hampshire Municipal Association (NHMA) states this bill bans electric vehicles from parking garages, requiring municipalities to enforce this ban.  However, due to the lack of data on the percentage of electric vehicles using municipal garages and the probability of non-electric vehicles using these spaces, it's impossible to estimate the revenue impact accurately.  It is anticipated that revenue would decrease, but the extent is indeterminable due to these limitations.  The decrease in revenue would potentially be offset by the increase in fines paid.

The NHMA also states, municipalities will need to consider if alternative parking for electric vehicles will be needed with the expected increase of electric vehicle numbers.  This may lead to the need for new parking spaces, either public or private, incurring expenses related to planning, zoning, construction, and land acquisition.  The exact cost is unknown, as it depends on individual municipal decisions.
