STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to establishing a commission to study the civilian climate corps.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Chapter; New Hampshire Civilian Climate Corps Study Commission.  Amend RSA by inserting after chapter 19-P the following new chapter:

CHAPTER 19-Q

NEW HAMPSHIRE CIVILIAN CLIMATE CORPS ADVISORY COMMISSION

19-Q:1  New Hampshire Civilian Climate Corps Study Commission Established; Membership.

I.  There is established a New Hampshire civilian climate corps advisory commission to serve in an advisory capacity to the governor and the general court regarding the creation of a New Hampshire civilian climate corps program.

II.  The members of the commission shall be as follows:

(a)  2 members of the house of representatives, appointed by the speaker of the house of representatives.

(b)  A member of the state senate, appointed by the president of the senate.

(c) One representative of Volunteer NH, who shall be a state service commissioner.

(d)  The commissioner of the department of natural and cultural resources, or designee.

(e)  An individual representing the NH American Federation of Labor and Congress of Industrial Organizations.

  (f)  An individual representing Clean Energy NH.

(g)  An individual representing the NH Businesses for Social Responsibility

19-Q:2  Duties.  The duties of the commission shall be to:

I.  Shape, launch, and sustain a New Hampshire civilian climate corps program aimed at conserving and restoring public lands and waters, bolstering community resilience, increasing reforestation, increasing carbon sequestration in the agricultural sector, protecting biodiversity, improving access to recreation, and addressing the changing climate.

II.  Seek any and all grants available to aid in its administration.

III.  Identify appropriate projects and oversee effective implementation of the New Hampshire civilian climate corps program including:

(a)  Uniform data collection, reporting, and oversight;

(b)  Uniform grant applications and packages; and

(c)  Funding levels and types of projects for local organizations.

IV.  Build partnerships with employers to ensure workforce funding and curriculum.

V.  Develop a sustainable member recruitment strategy.

19-Q:3  Meetings and Reports.  

I.  The commission shall meet at least 4 times each year and may convene public hearings as necessary to promote the goals of the commission.

II.  The commission shall submit an annual report to the governor, speaker of the house of representatives, president of the senate, chairpersons of the house and senate finance committees, chairperson of the house environment and agriculture and labor, industrial and rehabilitative services committee, the chairperson of the senate energy and natural resources committee, and the chairperson of the fiscal committee of the general court by October 1 of each year regarding the activities of the commission.

III.  The annual report shall:

(a)  Identify progress towards establishing a New Hampshire civilian climate corps;

(b)  Provide the status of receiving, awarding, and the ongoing use of grants to aid in the commission's duties.

(c)  Indicate potential and actual projects and areas for improvement relative to the duties of the commission.

(d)  Recommend initiatives, legislation, or policy considerations to the governor and the general court to address the ongoing duties and goals of the commission.

(e)  Specify the workforce partners and recruitment efforts in furtherance of the goal to establish a New Hampshire civilian climate corps program.

19-Q:4  Grant-making Authority.  The advisory commission shall award grants in the form of complete funding to projects necessary to create and sustain a New Hampshire civilian climate corps program.

2  Effective Date.  This act shall take effect 60 days after its passage.
