STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Four
AN ACT relative to unlawful discriminatory practices.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; State Commission for Human Rights; Miscellaneous Provisions; City, Town, and Unincorporated Place Ordinances. Amend RSA 354-A by inserting after section 26 the following new section:
354-A:26-a City, Town, and Unincorporated Place Ordinances.
No city, town, or unincorporated place shall discriminate upon someone based upon that person's race or sex. Any ordinance issued by any city, town, or unincorporated place that discriminates or distinguishes among people based upon their race or sex shall be void and unenforceable.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill prohibits cities, towns, and unincorporated places from discriminating based on race or sex. The Human Rights Commission states the fiscal impact is indeterminable as it is unclear what additional resources may be needed to field calls, answer emails and other communications, as well as handle an unknown number of additional charges filed as a result of the bill. The Commission assumes the bill could generate additional requests for statutory advice, clarity, and/or training from the Commission.
It is assumed that any fiscal impact would occur after FY 2024.
