ANALYSIS

 

This bill extends the commission on the primary care workforce.  The bill also directs the office of professional licensure and certification to provide certain licensure information regarding the primary care workforce to the department of health and human services, state office of rural health.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT relative to the commission on the primary care workforce and the state office of rural health.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Commission on the Interdisciplinary Primary Care Workforce; Reports.  Amend RSA 126-T:4 to read as follows:

126-T:4 Reports.  The commission shall make an interim report on November 1, [2020] 2026 which shall focus on the status of the New Hampshire state loan repayment program and the New Hampshire division of public health service's health professions survey, and a final report on November 1, [2024] 2029, including its findings and any recommendations for proposed legislation, to the speaker of the house of representatives, the president of the senate, the governor, the oversight committee on health and human services, and the chairpersons of the senate and house executive departments and administration committees.

2  Commission on the Interdisciplinary Primary Care Workforce Extended.  Amend 2010, 114:4, I as amended by 2015, 238:4; 2018, 248:3; and 2020, 17:7 to read as follows:

I.  Section 3 of this act shall take effect November 1, [2024] 2029.

3  New Paragraph: Administration of the Office of Professional Licensure and Certification; State Office of Rural Health.  Amend RSA 310:5 by inserting after paragraph V the following new paragraph:

VI.  The office of professional licensure and certification shall provide to the department of health and human services, state office of rural health, licensure information necessary to implement the primary care workforce pursuant to RSA 126-A:5, XVIII-a.

4  New Paragraph; Commission on the Interdisciplinary Primary Care Workforce Issues; Commission Established; Membership.  Amend RSA 126-T:1 by inserting after paragraph XX the following new paragraph:

XXI.  A direct primary care provider appointed by Direct Primary Care Frontier.

5  Effective Date.  This act shall take effect July 1, 2024.

METHODOLOGY:

This bill extends the commission on the primary care workforce, and directs the Office of Professional Licensure and Certification (OPLC) to provide certain information to the Department of Health and Human Services.  The OPLC states that while the cost of the bill is ultimately indeterminable, it is likely to be $0.  The Department of Health and Human Services likewise states that the bill is not expected to have a fiscal impact.
