METHODOLOGY:
This bill, beginning in FY 2024, requires a minimum of $50,000,000 be transferred to the “school building aid fund”, which currently is not an established dedicated fund, per year. It is not defined in the bill what the source of funds would be (i.e., general or education trust funds) for this transfer, and therefore presumed to be determined in the state operating budget. Assuming $50,000,000, in addition to any debt service payments owed, but less than obligated payments on previously approved projects ("tail payments"), were allocated for school building aid, this bill would increase state expenditures and local revenues by the following (rounded):
| Minimum Building Aid Under This Bill | Current Minimum Building Aid | Increase |
FY 2024 | $50,000,000 | $20,600,000 | $29,400,000 |
FY 2025 | $50,000,000 | $17,300,000 | $32,700,000 |
FY 2026 | $50,000,000 | $14,800,000 | $35,200,000 |
