Floor Amendment to SB 263-FN

 

Amend the bill by inserting after section 7 the following and renumbering the original section 8 to read as 9:

 

8  New Hampshire Granite Advantage Health Care Program; Compliance; Work or Community Engagement Activities.  Amend the introductory paragraph of RSA 126-AA:2, III(b) to read as follows:

(b)  If an individual in a family receiving benefits under this paragraph fails to comply with the work or community engagement activities required in accordance with this paragraph, the assistance shall be suspended.  The commissioner shall adopt rules under RSA 541-A to determine good cause and other exceptions to termination.  A participant shall work or perform community engagement activities for up to 160 hours in a month to cure a deficit in the number of hours worked or spent performing community engagement activities the prior month.  Any rules proposed under this subparagraph shall be submitted to the fiscal committee of the general court, which shall review the rules prior to submission to the joint legislative committee on administrative rules and make recommendations to the commissioner regarding the rules.  An individual may apply for good cause exemptions which shall include, at a minimum, the following verified circumstances:

AMENDED ANALYSIS

 

This bill:

 

I.  Reestablishes and revises the membership and duties of the commission to evaluate the effectiveness and future of the New Hampshire granite advantage health care program.  The commission is repealed November 1, 2028.

 

II.  Permanently extends the New Hampshire granite advantage health care program by removing the prospective repeal of the program that was to take effect on December 31, 2023.

 

III.  Removes the transfer of funds from the alcohol abuse prevention and treatment fund to the granite advantage health care trust fund.

 

IV.  Requires benefits assistance recipients who work or participate in community engagement activities as a condition of program compliance to cure any deficiencies in the number of hours spent on these tasks from the previous month during the current month.
