Floor Amendment to SB 263-FN

 

Amend the title of the bill by replacing it with the following:

 

AN ACT relative to the New Hampshire granite advantage health care program and the commission to evaluate the effectiveness and future of the New Hampshire granite advantage health care program.

 

Amend the bill by inserting after section 7 the following and renumbering the effective date to be the last numbered section:

 

8  Granite Advantage Health Care Program; Polypharmacy Reporting Requirement.  Amend RSA 126-AA:2, I(g)(1)(E) to read as follows:

(E)  Reduction of polypharmacy resulting in drug interaction harm, including reporting data as requested by the department to investigate the potential harm from multiple drug utilization, including, but not limited to cardiac and mental health drugs.

9  Granite Advantage Health Care Program; Wellness Visits.  Amend RSA 126-AA:2, VII to read as follows:

VII.  For any person determined to be eligible and who is enrolled in the program, the MCO shall support the individual to arrange [a] an annual wellness visit with his or her primary care provider, either previously identified or selected by the individual from a list of available primary care providers.  The annual wellness visit shall include appropriate assessments of both physical and mental health, including screening for depression, mood, suicidality, and unhealthy substance use, for the purpose of developing a health wellness and care plan.  The annual wellness visit shall check for polypharmacy, particularly in the areas of cardiology and mental health, to avoid dangerous drug interactions and side effects.

AMENDED ANALYSIS

 

This bill:

 

I.  Reestablishes and revises the membership and duties of the commission to evaluate the effectiveness and future of the New Hampshire granite advantage health care program.  The commission is repealed November 1, 2028.

 

II.  Permanently extends the New Hampshire granite advantage health care program by removing the prospective repeal of the program that was to take effect on December 31, 2023.

 

III.  Removes the transfer of funds from the alcohol abuse prevention and treatment fund to the granite advantage health care trust fund.

 

IV.  Establishes a polypharmacy reporting requirement under the granite advantage health care program and directs managed care organizations in the program to facilitate annual wellness visits, including assessment of polypharmacy.
