Floor Amendment to SB 263-FN

 

Amend the title of the bill by replacing it with the following:

 

AN ACT relative to the New Hampshire granite advantage health care program and the commission to evaluate the effectiveness and future of the New Hampshire granite advantage health care program.

 

Amend the bill by inserting after section 7 the following and renumbering the effective date to be the last numbered section:

 

8  New Hampshire Granite Advantage Health Care Program; Work Requirement.  On or before November 1, 2023, the commissioner of the department of health and human services shall submit a revised waiver application to the Center for Medicare and Medicaid Services (CMS) in order to implement the work requirement described in RSA 126-AA:2, III.  The commissioner shall provide quarterly reports to the governor, the speaker of the house of representatives, the senate president, and the chairpersons of the house and senate policy committees with jurisdiction over the granite advantage program regarding the status of the waiver application and the response from CMS.  If the waiver is approved by CMS, the department of health and human services shall immediately notify all program participants of the decision and implementation date.

AMENDED ANALYSIS

 

This bill:

 

I.  Reestablishes and revises the membership and duties of the commission to evaluate the effectiveness and future of the New Hampshire granite advantage health care program.  The commission is repealed November 1, 2028.

 

II.  Permanently extends the New Hampshire granite advantage health care program by removing the prospective repeal of the program that was to take effect on December 31, 2023.

 

III.  Removes the transfer of funds from the alcohol abuse prevention and treatment fund to the granite advantage health care trust fund.

 

IV.  Requires the department of health and human services to resubmit a waiver to CMS regarding implementation of the work requirement under the granite advantage program.
