Floor Amendment to SB 263-FN

 

Amend the bill by inserting after section 7 the following and renumbering the original section 8 to read as 9:

 

8  Granite Advantage Health Care Program; Work and Community Engagement Requirement.  Amend RSA 126-AA:2, III(a)(12) to read as follows:

(12)  Participation in substance use disorder treatment or recovery activities and/or mental health treatment.  Substance use disorder treatment or recovery activities and/or mental health treatment under this subparagraph shall be credited against this requirement for the first 3 months on an hour-for-hour basis, and, for subsequent months, every 2 hours shall be credited as one hour of community engagement.

AMENDED ANALYSIS

 

This bill:

 

I.  Reestablishes and revises the membership and duties of the commission to evaluate the effectiveness and future of the New Hampshire granite advantage health care program.  The commission is repealed November 1, 2028.

 

II.  Permanently extends the New Hampshire granite advantage health care program by removing the prospective repeal of the program that was to take effect on December 31, 2023.

 

III.  Removes the transfer of funds from the alcohol abuse prevention and treatment fund to the granite advantage health care trust fund.

 

IV.  Further describes the degree to which substance use disorder treatment or mental health treatment may be used to meet the work or community engagement requirement under the granite advantage health care program.
