Floor Amendment to SB 263-FN

 

Amend the bill by inserting after section 7 the following and renumbering the original section 8 to read as 9:

 

8  New Paragraph; New Hampshire Granite Advantage Health Care Program.  Amend RSA 126-AA:2 by inserting after paragraph XI the following new paragraph:

XII.  All providers and facilities participating in the New Hampshire granite advantage program shall be required, except in emergency cases, to provide all patients with a good faith estimate of expected charges before they receive an item or service.  The estimate shall be provided proactively, whether or not a patient request was received, shall contain co-provider and co-facility cost information, and shall be provided to all patients regardless of insurance status, intent to file a claim, or payment method.

AMENDED ANALYSIS

 

This bill:

 

I.  Reestablishes and revises the membership and duties of the commission to evaluate the effectiveness and future of the New Hampshire granite advantage health care program.  The commission is repealed November 1, 2028.

 

II.  Permanently extends the New Hampshire granite advantage health care program by removing the prospective repeal of the program that was to take effect on December 31, 2023.

 

III.  Removes the transfer of funds from the alcohol abuse prevention and treatment fund to the granite advantage health care trust fund.

 

IV.  Requires health care providers to provide patients with an estimate of expected charges as part of the granite advantage health care program.
