Amendment to SB 373

 

Amend the title of the bill by replacing it with the following:

 

AN ACT relative to the state building code and establishing a committee to study the needs of Native Americans in New Hampshire.

 

Amend the bill by inserting after section 1 the following and renumbering the original section 2 to read as 7:

 

2  Committee Established.  There is established a committee to study the needs of Native Americans in New Hampshire.

3  Membership and Compensation.

I.  The members of the committee shall be as follows:

(a)  Three members of the house of representatives, appointed by the speaker of the house of representatives, one of whom shall be from the state-federal relations and veterans affairs committee, one from the executive departments and administration committee, and one other member of the house of representatives.

(b)  One member of the senate, appointed by the president of the senate.

II.  Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

4  Duties.  The committee's study shall include, but not be limited to:  

I.  Discussions with Native American communities in New Hampshire.

II.  Discussions with directors of state offices or their designees concerning information relevant to the duties of this committee.

III.  Investigation of the issue of state recognition or other acknowledgment of New Hampshire Native Americans, including the effects such recognition or acknowledgment might have on the application of federal law to New Hampshire Native Americans.

IV.  Review of the duties, activities, and composition of the New Hampshire commission on Native American affairs.

V.  Suggestion of legislation in order to help meet needs identified in the study.

5  Chairperson; Quorum.  The members of the study committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named house member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.  Two members of the committee shall constitute a quorum.

6  Report.  The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2024.

This bill updates the state building code definition and establishes a committee to review the needs of Native Americans in New Hampshire and to review the duties, activities, and composition of the New Hampshire commission on Native American affairs.
