METHODOLOGY:

This bill appropriates $3,000,000, for the biennium ending June 30, 2025, to the Housing Finance Authority for the purpose of funding the Lead Paint Hazard Reduction Fund established in RSA 204-C:89. The funding will come from different sources: possibly from the American Rescue Plan Act of 2021 (ARPA).  The ARPA funds may be unallocated funds or funds designated by the Governor that have not been expended.  By September 1, 2024, the Governor's Office of Emergency Relief and Recovery will determine if these funds are available for this purpose.  If the full amount isn't available, the funds will come from the Drinking Water and Groundwater Trust Fund established in RSA 6-D.
