Floor Amendment to SB 559-FN
Amend RSA 126-Q:1, IX-a as inserted by section 1 of the bill by replacing it with the following:
IX-a. “Respiratory syncytial virus biological product” means a respiratory syncytial virus biological product that has been approved by the federal Food and Drug Administration and recommended by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention to be added to the Vaccines for Children program and has been authorized by the commissioner of the department of health and human services for administration to children of the state of New Hampshire under the age of 19 years for the purposes of protecting against the respiratory syncytial virus.
(a) Prior to any authorization of a vaccine by the commissioner, the department of health and human services shall review the available summaries of scientific data for all vaccines’ safety and efficacy from the approval by the federal Food and Drug Administration and the recommendation by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention, verify the available scientific data supports the vaccines’ claims for safety and efficacy, and post a publicly available report on the findings of their review prior to the commissioner’s authorization.
(b) Prior to any purchase of a vaccine by the New Hampshire vaccine association, they shall review the available summaries of scientific data for all vaccines’ safety and efficacy from the approval by the federal Food and Drug Administration and the recommendation by the Advisory Committee on Immunization Practices of the Centers for Disease Control and Prevention, and verify the available scientific data supports the vaccines’ claims for safety and efficacy.
Amend the bill by inserting after section 2 the following and renumbering the original section 3 to read as 4:
3 New Paragraph; New Hampshire Vaccine Association; Meetings. Amend RSA 126-Q:3 by inserting after paragraph V the following new paragraph:
VI. The New Hampshire vaccine association shall video record all meetings in their entirety and make these video recordings in their entirety available to the public.

AMENDED ANALYSIS
This bill defines respiratory syncytial virus biological product for purposes of assessment by the New Hampshire vaccine association and requires the New Hampshire vaccine association to video record all meetings.
