Amendment to SB 596-FN
Amend the title of the bill by replacing it with the following:
AN ACT establishing a committee to study the definition of disability or special needs under the child care scholarship program.
Amend the bill by replacing all after the enacting clause with the following:
1 Committee Established. There is established a committee to study the definition of disability or special needs under the child care scholarship program.
2 Membership and Compensation.
I. The members of the committee shall be as follows:
(a) Three members of the house of representatives, appointed by the speaker of the house of representatives.
(b) Two members of the senate, one from the majority and one from the minority, appointed by the president of the senate.
II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
3 Duties. The committee shall:
I. Study the definition of disability or special needs under the child care scholarship program.
II. Study the standardized and/or approved early childhood developmental screening tools necessary to determine eligibility.
III. Study the verification process for the results of the screening tools used to determine eligibility.
IV. Determine the size of the population served by the program, identify how incremental changes to the program, including changes to the definition of disability or special needs, may affect its scope, and project associated costs and state and federal funding sources.
V. Study any other issues identified through legislative hearings on SB 596 (2024), including but not necessarily limited to:
(a) Minimal performance standards and metrics to be achieved in exchange for receipt of additional funds made available by this program.
(b) Issues associated with integrating this program with Medicaid or public-school service transitions.
VI. The committee may solicit information from any person or entity the committee deems relevant to its study, including, but not limited to:
(a) The commissioner of the department of health and human services, or designee.
(b) The commissioner of the department of education, or designee.
(c) A child care provider as appointed by the child care advisory council.
(d) A representative of a community mental health center that works with young children.
(e) A representative from an early supports and services program, as appointed by Community Support Network Inc.
(f) A representative from a public school preschool program.
(g) A representative from head start.
VII. Propose any legislation the committee deems appropriate as a result of its study.
4 Chairperson; Quorum. The members of the study committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Three members of the committee shall constitute a quorum.
5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2024.
6 Effective Date. This act shall take effect upon its passage.
