This bill provides a death benefit for the family of a New Hampshire hospital security officer killed in the line of duty.  The bill also includes security guards employed by the state of New Hampshire in the definition of police officer for purposes of the benefit provided to employees killed in the line of duty.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Four

 

AN ACT providing a death benefit for a New Hampshire hospital security officer killed in the line of duty and establishing a death benefit for state security officers killed in the line of duty.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Title.  This act shall be known as the Bradley Haas Act, in honor of Security Officer Bradley Haas, who was shot while on duty at New Hampshire hospital.

2  Appropriation; Provision of Death Benefit for the Family of a New Hampshire Hospital Security Officer.  The sum of $100,000, the death benefit Security Officer Bradley Haas would have been entitled to under RSA 21-I:29-a had he been a sworn law enforcement officer at the time of his death, is hereby appropriated, for the fiscal year ending June 30, 2024, to the beneficiaries of Bradley Haas, a department of safety security officer for New Hampshire hospital, who was shot and killed while on duty at New Hampshire hospital on November 17, 2023.  The death benefit provided under this section shall be distributed by the state treasurer to the beneficiaries of Bradley Haas in the same manner and under the same terms and conditions as provided in RSA 21-I:29-a, II.  The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3  New Subparagraph; Death Benefit for Employees Killed in the Line of Duty; Police Officer; State Security Officers Added.  Amend RSA 21-I:29-a, I(g) by inserting after subparagraph (5) the following new subparagraph:

(6)  Security officers employed by the state of New Hampshire.

4  Effective Date.  This act shall take effect June 30, 2024.

METHODOLOGY:

This bill appropriates $100,000 from the state general fund for the fiscal year ending June 30, 2024 to the beneficiaries of Bradley Haas, a department of safety security officer for New Hampshire hospital, who was shot and killed while on duty at New Hampshire hospital on November 17, 2023.  State expenditures would increase as a result of the appropriation in FY 2024.  Additionally, the bill expands the $100,000 death benefit for employees killed in the line of duty to include security guards employed by the State of New Hampshire, effective June 30, 2024.  To the extent a security guard employed by the State of New Hampshire is killed in the line of duty state expenditures would increase by $100,000 per person in the fiscal year in which the death occurred.
