Amendment to HB 118

 

Amend the title of the bill by replacing it with the following:

 

AN ACT repealing certain committees and commissions and relative to the membership of the New Hampshire rare disease advisory council.

 

Amend the bill by replacing all after section 1 with the following:

 

2  New Hampshire Rare Disease Advisory Council Established.  Amend RSA 126-A:79, III to read as follows:

III. Terms of office shall be for 3 years, except that legislative members shall serve the terms coterminous with their terms of office. [No member shall serve more than 2 full consecutive terms.]

3  Repeal.  The following are repealed:

I.  RSA 4:9-p through 4:9-r and the subdivision heading preceding RSA 4:9-p, relative to the New Hampshire recovery monument commission.

II.  RSA 10:5 through 10:10 and the subdivision heading preceding RSA 10:5, relative to the lakeshore redevelopment planning commission.

III.  RSA 12-P:7-b, II(b), relative to the office of offshore wind industry development and energy innovation supporting the offshore wind commission.

IV.  RSA 12-O:55-a, relative to the commission on demographic trends.

V.  RSA 17-J:5, relative to the joint legislative parking garage oversight committee.

VI.  RSA 72:8-f, relative to the study commission on the assessing of power generation.

VII.  RSA 105-D:2-a, relative to the commission to develop recommendations for legislation to establish a single statewide entity to receive complaints alleging misconduct regarding all sworn and elected law enforcement officers.

VIII.  RSA 126-A:17, II(a) and II(b), relative to the house and senate members of the advisory council on child care.

IX.  RSA 127:12, relative to the commission to study the delivery of public health services through regional public health networks.

X.  RSA 276-B, relative to the task force on work and family.

XI.  RSA 284:6-c, relative to the study commission to study the effect of recent changes made to charitable gaming laws.

XII.  RSA 329:1-f and the subdivision heading preceding it, relative to the commission to study telehealth services.

XIII.  RSA 374-F:10, relative to the offshore wind and port development commission.

XIV.  2022, 278:2, relative to the repeal of the commission to study the delivery of public health services through regional public health networks.

XV.  2023, 79:463, relative to the repeal of the housing champion advisory program.

XVI.  2023, 79:586, relative to the repeal of the study commission to study the effect of recent changes made to charitable gaming laws.

XVII.  2023, 192:5 and 192:6, relative to the repeal of the joint legislative parking garage oversight commission.

XVIII.  2024, 318:2, relative to the repeal of the study commission on the assessing of power generation.

4  Effective Date.

I.  Paragraphs V and XVII of section 3 of this act shall take effect January 1, 2026.

II.  The remainder of this act shall take effect upon its passage.

AMENDED ANALYSIS

 

This bill repeals various committees and commissions, and removes the house and senate members of the advisory council on child care.  This bill further removes the restriction that members of the New Hampshire rare disease advisory council not serve more than 2 full consecutive terms.
