METHODOLOGY:
This bill allowing rental companies applying to register a rental fleet to choose New Hampshire as the base jurisdiction under the International Registration Plan (IRP). The Department of Safety states it would need an additional two (2) cash terminal operators (SOC 43-03, step 1) to handle the additional paperwork and customer traffic generated under this bill. The estimated total cost for both positions, assuming a start date of July 1, 2025, is $138,000 in FY 2026, $140,000 in FY 2027, and $144,000 in FY 2028. This bill provides neither authority nor funding for new personnel.
The Department states this bill will also increase state registration revenue to the highway fund beginning in FY 2026, however is unable at this time to provide an estimation or range. Also, pursuant to RSA 235:23 (“Apportionment A”), 12 percent of highway fund road toll and motor vehicle fee revenue collected is distributed to municipalities in the year following collection, therefore, this bill will also have an indeterminable impact on state expenditures and local revenue beginning in FY 2027.
