Amendment to HB 123

 

Amend the title of the bill by replacing it with the following:

 

AN ACT enabling municipalities to tax standing wood and timber on land used for carbon sequestration and prohibiting the enrolling of certain public lands in carbon sequestration programs.

 

Amend the bill by replacing all after section 1 with the following:

 

2  New Paragraph; Carbon Sequestration Programs; Prohibitions.  Amend RSA 227-G:4 by inserting after paragraph XII the following new paragraph:

XIII.  No land owned by a county or by the state of New Hampshire shall be enrolled in a carbon program and placed on the registry established in paragraph XII.  This shall include any land put into trust which receives any public money from the state.

3  Effective Date.

I.  Section 1 of this act shall take effect April 1, 2025.

II.  The remainder of this act shall take effect 60 days after its passage.

AMENDED ANALYSIS

 

This bill enables municipalities to collect tax on standing wood or timber on land that has been enrolled in the carbon sequestration registry.

 

This bill also prohibits the placement of land owned by the county or state and land in trusts that receive public funding from being enrolled in carbon sequestration programs.
