Floor Amendment to HB 142
Amend the title of the bill by replacing it with the following:
AN ACT relative to Gold Star Mother's Day.
Amend the bill by replacing section 1 with the following:
1 The State and Its Government; Observances Proclaimed by Governor; Gold Star Mother's Day. Amend RSA 4:13-h to read as follows:
4:13-h Gold Star Mother's and Family's Day.
I. The governor shall annually issue a proclamation calling for the proper observance of the [first Sunday after Easter] last Sunday in September, which shall be known as Gold Star Mother's and Family's Day, recognizing and honoring all mothers and families who have lost sons or daughters while on duty in the United States armed forces. The governor shall urge the citizens of the state, and its cities, towns, and municipalities, to observe this day with appropriate events.
II. The Honor and Remember Flag, created by the national organization Honor and Remember Inc., is hereby recognized as a New Hampshire symbol honoring the service and sacrifice of New Hampshire's men and women who served in the United States Armed Forces and gave their lives while serving or as a result of serving, as well as their families. The governor shall order the Honor and Remember Flag to be displayed daily at the New Hampshire state veterans cemetery in Boscawen and at the State House in the most junior order of precedence on the last Sunday in September.

AMENDED ANALYSIS
This bill changes the observance of Gold Star Mother's Day to the last Sunday in September and designates the Honor and Remember Flag as a state symbol of remembrance for those who died in the line of duty or as a result of service.
