1 New Section; Advisory Committee on State Procurement of Agricultural Products. Amend RSA 21-I by inserting after section 14-d the following new section:
21-I:14-e Advisory Committee on State Procurement of Agricultural Products.
I. There is established an advisory committee on state procurement of agricultural products.
II. The members of the committee shall be 3 members of the house of representatives, appointed by the speaker of the house of representatives and one senate member appointed by the president.
III. The committee shall:
(a) Assess current practices for procuring locally produced food.
(b) Evaluate economic and environmental impacts of supporting conservation-focused farming.
(c) Develop recommendations for potential incentive mechanisms.
(d) Align findings with state food system planning goals.
IV. The members of the committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named house member. The first meeting of the committee shall be held within 45 days of the effective date of this section. Two members of the committee shall constitute a quorum.
V. Beginning November 1, 2025 and each November 1 thereafter, the committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerks, the senate clerk, the governor, and the chair of the advisory committee on state procurement established in RSA 21-I:14-d.
2 Effective Date. This act shall take effect upon its passage.
