Floor Amendment to HB 2-FN-A-LOCAL

 

Amend the bill by deleting section 69, relative to appropriations to the opioid abatement trust fund for the substance abuse enforcement program.

 

Amend the bill by deleting section 83,  relative to an appropriation from the opioid abatement trust fund for the purpose of providing year-round emergency shelter services to individuals with substance use or mental health disorders.

 

Amend the bill by deleting section 401, relative to the alcohol abuse prevention and treatment fund.

 

Amend the bill by deleting section 402, relative to repealing the disbursement of funds from the liquor commission to the alcohol abuse prevention and treatment fund.

 

Amend the bill by deleting section 419, relative to an appropriation from the opioid abatement trust fund to the alcohol abuse prevention and treatment fund.

 

Amend the bill by deleting section 448, relative to the termination of contracts, grants, other agreements funded with opioid abatement funds.

AMENDED ANALYSIS

 

DELETE:

 

23.  Provides that the general court may appropriate funds from the opioid abatement trust fund to the department of safety for law enforcement activities related to substance abuse prevention, including overtime costs, for officers in the northern part of the state.

 

158.  Repeals the disbursement from the liquor commission to the alcohol abuse prevention and treatment fund.

 

166.  Transfers funds from the opioid abatement trust fund to the alcohol abuse prevention and treatment fund.

 

176.  Directs the department of health and human services to terminate all contracts, grants, or other agreements funded with opioid abatement funds with effective dates on or after May 1, 2025, for the purposes of funding provisions contained in this act.
