Committee of Conference Report on HB 243-FN, relative to the penalty for false reports of suspected abuse and neglect made to the division for children, youth, and families.
Recommendation:
That the House recede from its position of nonconcurrence with the Senate amendment, and
That the Senate recede from its position in adopting its amendment to the bill, and
That the Senate and House adopt the following new amendment to the bill as passed by the House, and pass the bill as so amended:
Amend the bill by replacing all after section 2 with the following:
3 Joint Legislative Historical Committee; Acceptance of Portraits. The joint legislative historical committee established under RSA 17-I:1 may accept as a gift portraits of the following legislators and oversee the hanging of the portraits in the state house: Senate President Sylvia Larsen; Senate President Jeb Bradley; House Speaker Dick Hinch; and House Speaker Sherm Packard.
I. Section 3 of this act shall take effect upon its passage.
II. The remainder of this act shall take effect January 1, 2026.

AMENDED ANALYSIS
This bill:
I. Provides that reports of suspected abuse and neglect may include the name of the person making the report and that a report made maliciously or with the intent to cause harm may be subject to civil and criminal penalties.
II. Provides that a person who in their professional capacity is a mandatory reporter of suspected abuse and neglect may be subject to civil liability for the failure to report.
III. Authorizes the joint legislative historical committee to accept portraits of Sylvia Larsen, Jeb Bradley, Dick Hinch, and Sherm Packard.
