Amendment to HB 292

 

Amend the bill by replacing section 3 with the following:

 

3  Membership and Compensation.

I.  The members of the commission shall be as follows:

(a)  Five members of the house of representatives, appointed by the speaker of the house of representatives;

(b)  One member of the senate, appointed by the president of the senate;

(c)  One member from the department of education, appointed by the commissioner of education;

(d)  Two superintendents, one from a single district and one from a co-op district, and both appointed by the New Hampshire School Administrators Association;

(e)  One member appointed by the School District Governance Association;

(f)  One member appointed by the NH School Boards Association;

(g)  One director of the New Hampshire Association of Special Education Administrators or designee;

(h) One director of a career technical education center, appointed by the commissioner of education;

(i)  The chair of the state board of education, or designee; and

(j)  One member appointed by the New Hampshire Association of School Business Officers;

II.  Legislative members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

III.  The commission shall be administratively attached to the department of education.  Staff support and technical assistance when requested by the chairperson shall be made available from the department.

 

Amend paragraph III and IV as inserted by section 4 of the bill by replacing it with the following:

 

III.  Identify implementation challenges for consolidating school administrative units into one per county, except for counties with populations exceeding 100,000 residents, and maintaining individual school administrative units for the cities of Nashua and Manchester, as well as establishing one local education agency (LEA) for the state;

IV.  Review RSA 194-C:2 and assess the current processes and incentives for merging school administrative units to determine and recommend any necessary amendments;
