AN ACT establishing a commission to study issues related to growth, traffic, and planning and land use for certain towns.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Five

 

AN ACT establishing a commission to study issues related to growth, traffic, and planning and land use for certain towns.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  New Section; Study Commission.  Amend RSA 672 by inserting after section 1 the following new section:

672:1-a  Commission Established. There is established a commission to study solutions for growth, traffic, planning, and land use.

I.  The members of the commission shall be as follows:

(a)  One representative from each of the following towns:

(1)  Bedford,

(2)  Derry,

(3)  Goffstown,

(4)  Hooksett,

(5)  Hudson,

(6)  Litchfield,

(7)  Londonderry,

(8)  Merrimack,

(9)  Pelham, and

(10)  Windham.

(b)  Each representative may be a state representative, town council or select board member, or a planning board member.

II.  Representatives shall be appointed by the town manager, town administrator, town council, or select board of the respective town.  Appointments shall be made from volunteers who express interest in serving on the commission.

III.  Members of the commission shall receive mileage at the legislative rate when attending to the duties of the commission.

IV.  The commission shall share best practices and work on solutions to growth, traffic, planning, and land use issues.  The commission may meet as many times as necessary and end when the report is submitted.

V.  The members of the study commission shall elect a chairperson from among the members.  The first meeting of the commission shall be called by the representative from Bedford.  The first meeting of the commission shall be held within 45 days of the effective date of this section.  A majority of the commission members shall constitute a quorum.

VI.  The commission shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2026.

2  Repeal.  RSA 672:1-a, relative to studying solutions for growth, traffic, planning, and land use, is repealed.

3  Effective Date.  

I.  Section 2 of this act shall take effect November 1, 2026.

II.  The remainder of this act shall take effect upon its passage.
