Having considered the same, report the same with the following amendment, and the recommendation that the bill as amended ought to pass.

Explanation to Enrolled Bill Amendment to HB 557

 

This enrolled bill amendment inserts a contingency to incorporate changes made to RSA 671:20 if HB 356 of the 2025 regular legislative session becomes law.

 

Enrolled Bill Amendment to HB 557

 

 

Amend the bill by replacing all after section 1 with the following:

 

2  Preparation of Ballots; By School District Clerk.  Amend RSA 671:20 to read as follows:

671:20  By School District Clerk.

I.  The school district clerk shall prepare ballots for school district elections in the same manner as town clerks for non-partisan or partisan town elections, as provided in RSA 669:23 and 669:24, except that the ballot shall be of a different color than any other ballot used at the election.

II.  Immediately preceding the question of adopting a school budget, the following information shall be printed on the ballot:

(a)  The average cost-per-pupil for the preceding year as calculated in accordance with RSA 189:75, I(a).

(b)  School district achievement proficiency scores obtained from the department of education for the preceding year to be printed as:  "ELA Proficiency: X%; Math Proficiency: X%; Science Proficiency: X%".

3  Contingency.  If HB 356 of the 2025 regular legislative session becomes law, section 1 of this act shall not take effect and section 2 of this act shall take effect 60 days after its passage.  If HB 356 of the 2025 regular legislative session does not become law, section 1 of this act shall take effect 60 days after its passage and section 2 of this act shall not take effect.

4  Effective Date.

I.  Sections 1 and 2 of this act shall take effect as provided in section 3 of this act.

II.  The remainder of this act shall take effect upon its passage.
