Amendment to HB 583-FN-LOCAL

 

Amend the title of the bill by replacing it with the following:

 

AN ACT relative to aid for free and reduced priced meals for students.

 

Amend the bill by replacing all after the enacting clause with the following:

 

1  Department of Education; Application for Medicaid Direct Certification Program; Public Kindergarten, Elementary, and Secondary Schools.  The department of education shall seek participation in the Demonstration Projects to Evaluate Direct Certification with Medicaid administered by the United States Department of Agriculture (USDA).  The department of health and human services shall assist the department of education as needed in pursuing and implementing this new direct certification methodology.

2  Education; School Money; Public Kindergarten, Elementary, and Secondary Schools.  The department of education shall divide each pupil eligible for a free or reduced-price meal by the average daily membership in residence (ADMR), as defined in RSA 198:38, I-a(a), for each district and town for the 2024-2025 school year.  The resulting percentage shall be applied to the ADMR for the 2025-2026 and 2026-2027 school years to establish a new calculation of ADMR for which pupils are eligible for a free or reduced price meal, and shall be used to calculate differential aid under RSA 198:40-a, II(b) and extraordinary need grants under RSA 198:40-f.

3  Prospective Repeal.  Section 2 of this act, relative to calculating which pupils are eligible for free or reduced price meals, is repealed.

4  Effective Date.

I.  Section 3 of this act shall take effect on July 1, 2027.

II.  The remainder of this act shall take effect upon its passage.

AMENDED ANALYSIS

 

This bill:

 

I.  Requires the department of education to seek participation in the Medicaid direct certification methodology for school meals program for free and reduced price meals for students in public kindergarten, elementary, and secondary schools.

 

II.  Changes the calculation of differential aid and extraordinary need grants for students eligible for a free or reduced price meal for the 2026-2027 school year.
