AN ACT expanding hours for keno gaming on weekends.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Operation of Keno Games.  Amend RSA 284:47, I to read as follows:

I. A licensee may operate keno games at its business during weekdays between the hours of 11 a.m. and 1 a.m., and on Saturdays and Sundays between the hours of 8 a.m. and 1 a.m.

2  Effective Date.  This act shall take effect July 1, 2025.

METHODOLOGY:

This bill extends the hours for Keno games from 11:00am to 1:00am, seven days a week, to 11:00am to 1:00am on weekdays and 8:00am to 1:00am on weekends. The Lottery Commission has provided the following assumptions relative to this bill:

 

• Lottery’s system vendor will need four to six months to develop, test, and execute the system change.
• Most sales would result from convenience and grocery stores.
• Bar and tavern Keno players may purchase multi-draw tickets on Friday or Saturday evenings that will result in sales for the early draws the following days (Saturday and Sunday mornings), which could result in incremental sales.
• In FY 2024, Keno sales were approximately $56.7 million (61,320 draws per fiscal year, resulting in average sales per draw of $924).
• The average sales at convenience stores and grocery stores are 10% of what bars and taverns sell for Keno, resulting in lower sales per draw. Currently there are 280 retailers that fall into this category.
• It is estimated that the average sales per draw for the additional AM hours would be $231, one quarter of normal draw times.
• With an additional 3,744 draws per fiscal year, the Lottery anticipates additional sales of $865,330, or a 1.5% increase in topline sales.
