1 New Paragraph; Temporary Licenses for Drivers Turning 21. Amend RSA 263:10 by inserting after paragraph II the following new paragraph:
III. Notwithstanding paragraphs I and II, the director may issue temporary licenses to youth operators who are transitioning pursuant to RSA 263:14 to operators' licenses, up to 30 days prior to their twenty-first birthday, provided that the physical license is delivered only on or after their twenty-first birthday. This temporary license shall be valid for driving purposes only until the new license is issued, and it shall remain valid for up to 30 days after the expiration of the youth operator's license. For all online renewals, a transaction receipt issued upon renewal through the division of motor vehicles website, when accompanied by the existing driver's license, shall serve as the temporary license and proof of renewal.
2 Workers' Compensation; Memorandum of Payment. Amend RSA 281-A:40 to read as follows:
281-A:40 Memorandum of Payment.
An employer or the employer's insurance carrier shall make payment of compensation in the amount and manner provided by this chapter. Payment shall be made by direct deposit 6 weeks from the date of disability if the injured worker elects this payment method. The employer or the employer's insurance carrier shall notify the injured worker in writing of his or her right to payment by direct deposit. If no election is made, payment shall be made by paper check mailed to the injured worker. The employer shall file memoranda of payments with the commissioner in accordance with rules adopted by the commissioner under [RSA 281-A:60](https://gencourt.state.nh.us/rsa/html/XXIV/281-A/281-A-60.htm).
3 New Section; Service Dog Week. Amend RSA 4 by inserting after section 13-dd the following new section:
4:13-ee Service Dog Week. In recognition of the profound impact that service dogs have on the lives of individuals with disabilities enhancing their independence, mobility, and overall quality of life, and inviting the governments, communities, and people of this state to observe such week with appropriate ceremonies and activities, the governor shall proclaim the third week of September of each year as service dog week to honor the incredible contributions of service dogs, to honor the dedicated individuals who train and care for these remarkable animals, and to celebrate the profound bond between service dogs and the individuals they serve.
4 Effective Date.
I. Section 1 of this act shall take effect July 1, 2025.
II. Section 2 of this act shall take effect 60 days after its passage.
III. The remainder of this act shall take effect upon its passage.

An employer who provides supplemental pay to the employee while the employee is receiving workers' compensation benefits shall issue to the employee notification which includes a breakdown of payments and anticipated financial adjustments, including employee cost of withholdings and method of payment options. Such notice shall be made to the employee within 30 days of injury and subsequent notice shall be provided to the employee every 30 days thereafter.
