STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Five
AN ACT relative to school districts and medically-related grants.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Paragraph; School Districts; Required Policy Relative to the Acceptance of Medically-Related Grants. Amend RSA 186:11 by inserting after paragraph IX-e the following new paragraph:
IX-f. Require School Districts to Adopt a Policy Relative to the Acceptance of Medically-Related Grants. The policy shall prohibit schools from seeking grants or accepting grant-funded medical products or services, or funds to procure medical products or services, unless the citizenry of the affected municipality votes in favor of such action.
2 Effective Date. This act shall take effect 60 days after its passage.

METHODOLOGY:
This bill, assumed to be effective for the 2025-2026 school year, seeks to require school districts to adopt a policy prohibiting schools from seeking grants for medical products or services or accepting grant-provided medical products or services, or funds therefor, unless the citizens of the municipality vote in favor of such action. It is unknown to what extent, if any, this bill may impact a local school district from receiving federal funds, as it would be up to local voting. The Department of Education reports this could impact several federal programs (IDEA, Title I-A, Title I-B, Title I-C, Title I-D, Title IV-A and McKinney Vento), which in 2024-2025 totaled approximately $116.7 million.
