STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Five

 

AN ACT making appropriations to the department of health and human services to support community and transitional housing through community mental health centers.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1 Appropriation; Department of Health and Human Services; Community Mental Health Center Housing Grants. The sum of $1,500,000, for the fiscal year ending June 30, 2026, is appropriated to the department of health and human services to support existing mental health housing stocks and develop expansion of existing facilities. Said sum shall be nonlapsing.  The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated. The department of health and human services shall issue a request for grant applications for the purpose of awarding housing grants to community mental health centers to retain and create new housing in the community. Grants may be disbursed for up to $50,000 per bed. The department shall initiate the request for grant applications and grant disbursement by December 1, 2025.

2 Appropriation; Department of Health and Human Services; Community Mental Health Center Supported Housing Programs. The sum of $1,000,000 for the fiscal year ending June 30, 2026, and the sum of $1,000,000 for the fiscal year ending June 30, 2027, are appropriated to the department of health and human services for community mental health center supported housing programs operated by community mental health centers designated under administrative rule He-M 425.03. Said sum shall be nonlapsing and used for the purpose of covering non-billable services for supported community housing. The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

3 Department of Health and Human Services; Rates for Community Mental Health Supportive Housing Programs for High Acuity Patients. The department of health and human services is directed to adjust the Medicaid reimbursement rates for community mental health center housing programs for high acuity individuals needing 24/7 support who otherwise might not be able to be discharged from New Hampshire Hospital. The current rate of approximately $278 a day shall be increased to $350 a day and shall be eligible for a 50 percent federal match.

4  Effective Date.  This act shall take effect July 1, 2025.

METHODOLOGY:

This bill makes the following appropriations to the Department of Health and Human Services:

  • $500,000 in FY26 for grants to support the stabilization and growth of community housing through community mental health centers.  The bill authorizes the Department to disburse up to $50,000 per bed.
  • $250,000 in FY26 and $125,000 in FY27 for housing programs supported by community mental health centers under administrative rule He-M 425.03.

 

Each appropriation is from state general funds.
