STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Five
AN ACT relative to public notice of historic tax rates and tax impacts of proposed projects.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 New Section; Public Notice of Tax Rates and Public Projects. Amend RSA 31 by inserting after section 103-b the following new section:
31:103-c Public Notice of Tax Rates and Public Projects.
I. Cities and towns shall post a taxation graph that depicts tax rates over the past 10 years on the homepage of their official website and on any social media pages utilized by the city or town. The graph shall include historical tax rates and the effective year-over-year rate change of the following:
(a) County taxes;
(b) Local education taxes;
(c) State education taxes;
(d) Town taxes; and
(e) Precinct taxes.
II. Cities and towns shall post on the front page of their official websites, and official social media pages utilized by the city or town, a summary of all proposed taxpayer-funded building projects, including new buildings, schools, parks, and libraries. The summary shall include statements of the average tax impact on a resident that will result from each proposed project. Tax impact statements shall be worded as follows:
"If the following _____ project passes, this will result in an average estimated tax impact of $X.XX per resident."
2 Effective Date. This act shall take effect 60 days after its passage.
