STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty Five

 

AN ACT appropriating funds to the fish and game department for continuing environmental review and to cover a deficit for previously instituted salary increases.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Appropriation; General Fund.  The sum of $400,000 for the fiscal year ending June 30, 2026 and the sum of $400,000 for the fiscal year ending June 30, 2027 is hereby appropriated to the fish and game department for the purpose of environmental review for threatened and endangered species.  This appropriation shall not lapse.  The governor is authorized to draw a warrant for said sums out of any money in the treasury not otherwise appropriated.

2  Appropriation; Fish and Game Fund.  The sum of $2,000,000 for the fiscal year ending June 30, 2026 is hereby appropriated to the fish and game fund to cover a deficit for previously instituted salary increases.  This appropriation shall not lapse.  The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.

3  Effective Date.  This act shall take effect July 1, 2025.

METHODOLOGY:

This bill seeks to require that general funds be used to fund two expenditure class lines within the Fish and Game Department's (F&G) budget, typically covered by the F&G Fund.  As written, this bill will not have an impact as it does not draw a warrant for general funds, and only requires that "an appropriate amount" be provided, to which is not defined in the bill.  The following is provided for informational purposes:

Also, this bill refers to "retirement contributions".  For clarification, expenditure class 064 represents payments for state retiree health coverage for qualified retired F&G Department employees.  Retirement contributions to the New Hampshire Retirement System for active F&G employees is included in class 060 (benefits).
