Floor Amendment to SB 54-FN
Amend the title of the bill by replacing it with the following:
AN ACT relative to refusal of consent to testing to determine alcohol concentration and penalties for aggravated driving while intoxicated, and relative to mandatory firearms safety training and domestic violence prevention education in public schools.
Amend the bill by replacing all after section 6 with the following:
7 Education; Studies; Domestic Violence. Amend RSA 189:10, II to read as follows:
II. The school board shall ensure that health education, physical education to include the importance of exercise, and wellness are taught to pupils as part of the curriculum, specifically to include physiology, hygiene, health and interpersonal relationships, physical education, and wellness, as they relate to the effects of alcohol and other drugs, prevention of domestic and sexual violence, child abuse as established in the definition of "abused child" under RSA 169-C:3, II, human immunodeficiency virus (HIV)/acquired immunodeficiency syndrome (AIDS), and sexually transmitted diseases on the human system.
I. Sections 5-7 of this act shall take effect upon its passage.
II. The remainder of this act shall take effect January 1, 2026.

AMENDED ANALYSIS
This bill:
I. Modifies periods of suspension under different circumstances stemming from a refusal of consent to testing to determine alcohol concentration and modifies the penalties for aggravated driving while intoxicated.
II. Requires the department of education to create or adopt standardized firearms safety training for mandatory instruction in public schools.
III. Adds domestic violence prevention education to the health curriculum offered in public schools.
