Floor Amendment to SB 60-FN
Amend the title of the bill by replacing it with the following:
AN ACT relative to advanced deposit account wagering and the department of health and human services' rulemaking authority regarding immunization requirements.
Amend the bill by replacing all after section 2 with the following:
3 Communicable Disease; Immunization. Amend RSA 141-C:20-a, I to read as follows:
I. All parents or legal guardians shall have their children, who are residing in this state, immunized against [certain diseases. These diseases shall include, but not be limited to,] diphtheria, mumps, pertussis, poliomyelitis, rubella, rubeola, and tetanus. [The commissioner shall adopt rules under RSA 541-A relative to other diseases which require immunization.] The rules adopted by the commissioner requiring varicella, Hepatitis B, and Haemophilus influenzae type B (Hib) vaccinations shall remain in effect until their regular expiration date of June 30, 2026.
4 Repeal. RSA 141-C:6, XIII, relative to rulemaking for other communicable diseases under RSA 141-C:20-a, I.
I. Sections 1 and 2 of this act shall take effect July 1, 2025.
II. The remainder of this act shall take effect 60 days after its passage.

AMENDED ANALYSIS
This bill:
I. Allows advanced deposit wagering on pari-mutuel betting on horse racing and authorizes the lottery commission to adopt rules governing the license and regulation of such wagers.
II. Limits childhood immunization requirements to diseases identified in statute.
III. Removes the authority of the commissioner of health and human services to adopt rules requiring immunization for additional childhood diseases.
