STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty Five
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Immunization Registry. Amend RSA 141-C:20-f, IV and V to read as follows:
IV. Access to the information in the registry shall be limited to primary care physicians, nurses, other appropriate health care providers as determined by the commissioner, schools, child care agencies, health plans, and government health agencies or researchers demonstrating a legitimate need for such information as determined by the commissioner.
V. The information contained in the registry shall be used for the following purposes:
(a) To ensure that registrants receive all recommended immunizations in a timely manner by providing access to the registrant's immunization record.
(b) To improve immunization rates and health care quality improvement efforts, including by facilitating notice to registrants of overdue or upcoming immunizations.
(c) To control communicable diseases by assisting in the identification of individuals who require immediate immunization in the event of a disease outbreak.
2 Appropriation; Department of Health and Human Services; Immunization Registry. There is hereby appropriated the sum of $100,000 for the biennium ending June 30, 2027 to the department of health and human services, division of public health services, for the technical modifications to the immunization registry defined in RSA 141-C-20-f deemed necessary to carry out the provisions of this act. The governor is authorized to draw a warrant for said sum out of any money in the treasury not otherwise appropriated.
3 Effective Date. This act shall take effect July 1, 2025.

METHODOLOGY:
This bill allows health insurance carriers to access the state immunization registry, known as the New Hampshire Immunization Information System (NHIIS). Health carriers would become authorized NHIIS users upon completing site/user agreements and training. The Department of Health and Human Services anticipates that, once access is established, health plans would have the ability to retrieve their members' immunization information to complete their data set of clinical measures for the Healthcare Effectiveness Data and Information Set (HEDIS) and/or provide reminders of overdue or upcoming immunizations.
The Department states that it would need to make technical enhancements to the NHIIS to securely exchange health plan member information and protect non-member Personal Health Information (PHI). The Department expects that the changes will cost approximately $100,000.
The bill includes a $100,000 appropriation in the FY26/27 biennium for the Department to carry out any modifications to the NHIIS that may be necessary.
