(a)  A member of the public body may participate in a meeting other than by attendance in person at the location of the meeting only when such attendance is not reasonably practical.  Any reason that such attendance is not reasonably practical shall be stated in the minutes of the meeting.  Members who are not able to be physically present at a meeting due to a disability as defined by the Americans with Disabilities Act or because they are caring for a household member with such a disability shall be counted as attending "in person" for the purpose of the establishment of a quorum.  Nothing in this subparagraph shall be construed to require public bodies to offer remote attendance for their members.
