ANALYSIS

 

This bill makes changes to reflect the consolidation and organization of veterans services under the department of military affairs and veteran services and changes the total number of members of the state veterans council to 5.

 

This bill is a request of the department of military affairs and veterans services.

STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty-Six

 

AN ACT relative to the membership and governance of the state veterans council.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Council Established.  Amend RSA 110-B:89 to read as follows:

110-B:89 Council Established.

I. There shall be a state veterans council of [4] 5 members to be appointed by the governor and council, [3] 4 of whom shall be veterans as defined by RSA 21:50. The [fourth] fifth member shall be a family member of a veteran or family member of a currently serving member of the armed forces. All council members shall be citizens of New Hampshire. Of the first appointments of veterans under this section one shall be appointed for a term of 3 years, [one] 2 for a term of 2 years, one for a term of one year and thereafter each shall be appointed for a term of 3 years. The family member shall be appointed for a term of 3 years. Each member of the council shall hold office until a successor is appointed and qualified. Any vacancy in the council shall be filled by the governor and council for the unexpired term.

II. The members of the council shall meet not less than semi-annually to [review activities of the division of veterans services and] provide guidance [to] and make recommendations for improvement on the adequacy and delivery of veterans programs [to] and initiatives and administer the New Hampshire first for veterans program for the adjutant general. The adjutant general may designate one of the members to serve as liaison to the state veterans advisory committee.

2  Effective Date.  This act shall take effect July 1, 2026.
