1 Education; Home Education; Home Education Advisory Council. Amend RSA 193-A:10 to read as follows:
193-A:10 Home Education Advisory Council.
I. There is established the home education advisory council which shall consist of the following members:
(a) Two members of the house of representatives from the house education committee, appointed by the speaker of the house of representatives, who shall be nonvoting members.
(b) One member of the senate from the senate education committee, appointed by the president of the senate, who shall be a nonvoting member.
(c) The following individuals who shall be appointed by the commissioner of the department of education from persons named as follows:
(1) Six members nominated by home educator associations organized within New Hampshire.
(2) Two members nominated by the commissioner of the department of education, or designee.
(3) One member nominated by the New Hampshire School Administrators Association .
(4) One member nominated by the New Hampshire School Boards Association .
(5) One member nominated by the New Hampshire Association of School Principals .
(6) One member nominated by the nonpublic school advisory council established by the state board of education pursuant to RSA 21-N:9, II(f) .
II. The duties of the council and the terms of office of the members appointed under subparagraph I(c) shall be prescribed in accordance with rules proposed by the commissioner of education and adopted by the state board of education pursuant to RSA 541-A. Legislative members of the council shall serve a term which is coterminous with their elected office.

III. The chair of the council shall be elected by the council members from the home educator membership on the council appointed under subparagraph I(c). All vacancies on the council shall be filled in the same manner as that of the original appointment.
IV. A quorum shall consist of 2/3 of the filled, appointed voting positions in attendance.
IV V. Legislative members of the council shall receive mileage at the legislative rate when attending to the duties of the council.
2 Effective Date. This act shall take effect 60 days after its passage.

(2) Two members nominated by the commissioner of the department of education, or designee.

(4) One member nominated by the New Hampshire School Boards Association , who shall be a nonvoting member .
(5) One member nominated by the New Hampshire Association of School Principals , who shall be a nonvoting member .
(6) One member nominated by the nonpublic school advisory council established by the state board of education pursuant to RSA 21-N:9, II(f) , who shall be a nonvoting member .
(7) The commissioner of the department of education, or designee, who shall be a nonvoting member.
II. Members appointed by the commissioner shall have a term of 3 years, and such terms shall end on August 31 of the year in which the term is completed. In the event of vacancies, replacement members shall be appointed as required to fill the unexpired term. The duties of the council and the terms of office of the members appointed under subparagraph I(c) shall include:
(a) Meeting quarterly and working with home educators and representatives of public and non-public education to encourage an understanding of home education.
(b) Complying with RSA 91-A. Minutes of home education advisory council meetings shall be maintained by the department.
(c) Assigning areas of responsibility, including:
(1) Developing and maintaining effective communications between home educators and those public and nonpublic schools and state and local agencies involved in home education;
? (2) Recommending to the commissioner and state board of education any recommended changes in rules pertaining to home education;
(3) Establishing a grievance committee to hear grievances referred by the commissioner; and
(4) Serving a term which is coterminous with their elected office.
II-a. An annual report shall be filed with the state board of education by June 30, which shall include a list of council activities and any legislative and rule making concerns. The report shall be submitted to the board, the speaker of the house of representatives, the house education committee, the president of the senate, and the senate education committee.
