AN ACT relative to exemptions from vessel registration and boat fee decal.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Exemptions from Registration and Boat Fee Decal.  Amend RSA 270-E:4, II to read as follows:

II. Vessels registered in another state or country temporarily using the waters of this state for not more than [30] 10 consecutive days.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill reduces, from 30 days to 10 days, how long vessels registered elsewhere may use state waters without state registration. To the extent this bill reduces an exemption to registration, there could be an increase in boat registrations to operate in NH for more than 10 days. The Department has not provided estimates as to how many there could be, or the corresponding revenue impact to various state funds. Per RSA 270-E:5-a and RSA 270-E:7, portions of the registration and decal fees are credited to the navigation safety fund established under RSA 270-E:6-a, the lake restoration and preservation fund established under RSA 487:25, the fish and game search and rescue fund established under RSA 206:42, the statewide public boat access fund established under RSA 233-A:13, and the harbor dredging and pier maintenance fund established under RSA 12-G:46.

 

This bill adds, deletes, or modifies a criminal penalty, or changes statute to which there is a penalty for violation. Therefore, this bill may have an impact on the judicial and correctional systems, which could affect prosecution, incarceration, probation, and parole costs, for the state, as well as county and local governments.
