1 Alcohol and Other Drug Use Professionals; Board Established. Amend RSA 330-C:3, I to read as follows:
I. There is established a board of licensing for alcohol and other drug use professionals. The board shall comprise 7 members to be appointed by the governor with the consent of the council. The members of the board shall be citizens of the United States and shall include 4 master licensed alcohol and drug counselors, one licensed alcohol and drug counselor, one certified recovery support worker, and one member of the general public.
2 Alcohol and Other Drug Use Professionals; Board Established. Amend RSA 330-C:3, IV to read as follows:
IV. The CRSW member shall be a resident of this state, certified in good standing under the provisions of this chapter, and currently engaged in the practice of the profession, and shall have no fewer than 3 years of experience as a CRSW, at least 2 of which shall have immediately preceded appointment.
3 Alcohol and Other Drug Use Professionals; Title. Amend RSA 330-C:14, I to read as follows:
I. Only persons licensed under this chapter may use the title "master licensed alcohol and drug counselor" and the abbreviation "MLADC," the title "licensed alcohol and drug counselor" and the abbreviation "LADC," or the title "licensed clinical supervisor" and the abbreviation "LCS," provided that the title and abbreviation correspond to the license held pursuant to this chapter.
4 Speech-Language Pathology and Hearing Care Providers Practice; Rulemaking. Amend RSA 326-F:5, V to read as follows:
V. The minimum qualifications of, requirements for direction and supervision of, and scope of tasks that may be performed by speech-language assistants. Such qualifications shall include a minimum of a 2-year associate's degree granted by a speech-language pathology program accredited by an accrediting organization approved by the board.
5 Recreational Therapists; Eligibility for Licensure. Amend RSA 326-J:5, I(c) and (d) to read as follows:
(c) Successfully complete an academic program with a baccalaureate degree or higher from an accredited college or university with a major in therapeutic recreation or a major in recreation or leisure with an option in therapeutic recreation.
(d) Successfully complete a period of field experience as defined by the National Council for Therapeutic Recreation Certification (NCTRC) under the supervision of a Certified Therapeutic Recreation Specialist (CTRS) approved by the educational institution where the applicant has met his or her academic requirements.
6 Repeal. The following are repealed:
I. RSA 330-C:2, XIV, relative to the definition of a "licensed clinical supervisor."
II. RSA 330-C:12, relative to licensed clinical supervisors scope of practice.
III. RSA 330-C:18, relative to licensed clinical supervisor initial licensing.
IV. RSA 330-C:24, II(b), relative to continuing education for licensed clinical supervisors.
7 Effective Date. This act shall take effect 60 days after its passage.
