Amendment to HB 1328-FN
Amend the title of the bill by replacing it with the following:
AN ACT relative to alcohol and other drug use professionals and relative to the qualifications to obtain certain occupational licenses.
Amend the bill by replacing section 1 with the following:
1 Alcohol and Other Drug Use Professionals; Board Established. Amend RSA 330-C:3, I to read as follows:
I. There is established a board of licensing for alcohol and other drug use professionals. The board shall comprise 7 members to be appointed by the governor with the consent of the council. The members of the board shall be citizens of the United States and shall include [4] 3 master licensed alcohol and drug counselors, one licensed alcohol and drug counselor, [one] 2 certified recovery support workers [worker], and one member of the general public.
Amend the bill by inserting after section 3 the following and renumbering the original sections 4 and 5 to read as 6 and 7, respectively:
4 Speech-Language Pathology and Hearing Care Providers Practice; Rulemaking. Amend RSA 326-F:5, V to read as follows:
V. The minimum qualifications of, requirements for direction and supervision of, and scope of tasks that may be performed by speech-language assistants. Such qualifications shall include a minimum of a 2-year associate's degree granted by a speech-language pathology program or an equivalent program accredited by an accrediting organization approved by the board.
5 Recreational Therapists; Eligibility for Licensure. Amend RSA 326-J:5, I(c) and (d) to read as follows:
(c) Successfully complete an academic program with a baccalaureate degree or higher from an accredited college or university [with a major in therapeutic recreation or a major in recreation or leisure with an option in therapeutic recreation].
(d) Successfully complete a period of field experience as defined by the National Council for Therapeutic Recreation Certification (NCTRC) under the supervision of a Certified Therapeutic Recreation Specialist (CTRS) [approved by the educational institution where the applicant has met his or her academic requirements].

AMENDED ANALYSIS
This bill:
I. Amends the membership of the board of licensing for alcohol and other drug use professionals.
II. Eliminates the license type of licensed clinical supervisor.
III. Modifies the qualifications for licensure for recreational therapists.
IV. Amends the qualifications for speech-language assistants.
