STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty-Six
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Committee Established. There is established a committee to investigate the New Hampshire department of education and the actions of the former commissioner relating to oversight and negligence that contributed to the financial crisis experienced by the school administrative unit 6.
2 Membership and Compensation.
I. The members of the committee shall be as follows:
(a) Two members of the senate, appointed by the president of the senate.
(b) Three members of the house of representative, appointed by the speaker of the house of representatives.
II. Members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.
I. Investigate the circumstances leading to the financial crisis in school administrative unit 6, including related decisions and oversight failures.
II. Examine the role and actions of the department of education and the former commissioner during the period preceding the crisis.
III. Subpoena witnesses, records, and documents relevant to the investigation.
IV. Hold hearings, take testimony, and gather evidence necessary to determine the cases and contributing factors.
V. Recommend legislative or administrative actions to prevent future crises of a similar nature.
4 Chairperson; Quorum. The members of the select committee shall elect a chairperson from among the members. The first meeting of the committee shall be called by the first-named senate member. The first meeting of the committee shall be held within 30 days of the effective date of this section. Four members of the committee shall constitute a quorum.
5 Report. The committee shall report its findings and any recommendations to the president of the senate, the speaker of the house of representatives, the senate clerk, the house clerk, the governor, and the state library on or before November 1, 2026.
6 Funding. Funds necessary for the operation of the committee shall be provided from the legislative budget.
7 Effective Date. This act shall take effect upon its passage.
