Amendment to HB 1399-FN

 

Amend the title of the bill by replacing it with the following:  

 

AN ACT establishing a committee to study the impact of the school building aid moratorium on school districts.

 

Amend the bill by replacing all after the enacting clause with the following:  

 

1  Committee Established.  There is established a committee to study the impact of the state school building aid moratorium in effect from 2012 through 2023 on school districts.

2  Membership and Compensation.

I.  The members of the committee shall be as follows:

(a)  Two members of the house of representatives, appointed by the speaker of the house of representatives.

(b)  One member of the house of representatives, nominated by the minority leader and appointed by the speaker of the house of representatives.

(c)  One member of the senate, appointed by the president of the senate.

(d)  One member of the senate, nominated by the minority leader and appointed by the senate president.

II.  Legislative members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

3  Duties.  The committee shall study the impact of the state school building aid moratorium in effect from 2012 through 2023 on school districts.  The study shall include, but not be limited to, an analysis of current costs incurred by school districts that financed school construction or renovation projects during the moratorium period and continue to service such debt.  The committee may solicit information and testimony from any entity or individual it deems relevant to the study.

4  Chairperson; Quorum.  The members of the study committee shall elect a chairperson from among the members.  The first meeting of the committee shall be called by the first-named house member.  The first meeting of the committee shall be held within 45 days of the effective date of this section.  Four members of the committee shall constitute a quorum.

5  Report.  The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, and the state library on or before November 1, 2027.

6  Effective Date.  This act shall take effect upon its passage.
