STATE OF NEW HAMPSHIRE
In the Year of Our Lord Two Thousand Twenty-Six
AN ACT modifying the deposit of revenues collected from video lottery terminals.
Be it Enacted by the Senate and House of Representatives in General Court convened:
1 Video Lottery Terminals; Education Trust Fund Deposits. RSA 287-J:6, III(b) is repealed and reenacted to read as follows:
(b) The remainder of the revenue collected from video lottery terminal gaming collected under paragraph III, after payment of the necessary state charitable gaming administrative costs, including the costs of revenue sharing with charities, gaming operator costs, and problem gaming prevention costs, shall be paid to the commission and distributed 100 percent to the education trust fund established under RSA 198:39.
2 Effective Date. This act shall take effect upon its passage.

METHODOLOGY:
This bill modifies the revenue distribution of video lottery terminals, after other statutory transfers (i.e., Governor’s Commission on Addiction, Treatment and Prevention and charitable organizations), from 75% general fund and 25% education trust fund to 0% general fund and 100% education trust fund (ETF). This bill will decrease general fund revenue and increase ETF revenue. Budget estimates (June 2025) for the general fund portion of VLT revenue are $45,100,000 in FY 2026 and $93,900,000 in FY 2027 (estimates for FY 2028 and beyond were not made). Since this bill is effective "upon passage", the change would likely occur sometime in the end of FY 2026 or beginning of FY 2027, if it were to become law.
