STATE OF NEW HAMPSHIRE

 

In the Year of Our Lord Two Thousand Twenty-Six

 

AN ACT repealing the child care grant program administered by the department of health and human services.

 

Be it Enacted by the Senate and House of Representatives in General Court convened:

 

1  Repeal.  2025, 141:431, making an appropriation to the department of health and human services for the purpose of providing grants to New Hampshire child care employers, is repealed.

2  Effective Date.  This act shall take effect 60 days after its passage.

METHODOLOGY:

This bill repeals Chapter 141:431, Laws of 2025, a section in HB 2 (the budget trailer bill) that appropriated $7.5 million in each year of the FY26/27 biennium to the Department of Health and Human Services for the purpose of providing grants to NH childcare providers for employee recruitment and retention. The appropriation was to be made from federal Temporary Assistance to Needy Families (TANF) reserve funds, and was contingent upon the Department seeking formal approval from the federal government for this use of the funds.  The Department has since relayed to the Office of the Legislative Budget Assistant that it has sought guidance from the federal government, which has determined that federal TANF funds cannot be used for this purpose.  For this reason, although the repeal of this section would remove the appropriation (as well as the Department's authority to provide grants to eligible childcare providers), the repeal is anticipated to have no fiscal impact in practice.
