1 Committee Established. There is established a committee to study viable revenue options, including new state revenue sources and modifications to existing sources, to increase education aid.

2 Membership and Compensation.

I. The members of the committee shall be as follows:

(a) Four members of the majority party of the house of representatives who currently serve, or have previously served, on the ways and means committee, or who have revenue or property value expertise, appointed by the speaker of the house of representatives.

(b) Four members of the minority party of the house of representatives who currently serve, or have previously served, on the ways and means committee, or who have revenue or property value expertise, appointed by the minority leader of the house of representatives.

(c) One member of the senate, appointed by the president of the senate.

(d) One member of the senate, appointed by the senate minority leader.

II. Legislative members of the committee shall receive mileage at the legislative rate when attending to the duties of the committee.

3 Duties. The committee shall, in collaboration with the department of revenue administration, business and industry association of New Hampshire, and New Hampshire fiscal policy institute:

I.(a) Analyze viable revenue options, including new state revenue sources and modifications to existing sources, to increase education aid;

(b) Identify sources of revenue that could be used to fund education and reduce property taxes;

(c) Study the reliability and predictability of the revenue sources identified in subparagraphs (a) and (b);

(d) Study the cost of implementation and administration of the revenue sources identified in subparagraphs (a) and (b);

(e) Study how quickly the revenue sources identified in subparagraphs (a) and (b) can be implemented;

(f) Study the maximum increased revenue potential of the revenue sources identified in subparagraphs (a) and (b);

(g) Study any negative side effects of the revenue sources identified in subparagraphs (a) and (b);

(h) Study the impact on the state economy by business sector, and size if applicable, of the revenue sources identified in subparagraphs (a) and (b); and

(i) Study the impact on individuals, categorized by income, age, location, type of housing, and whether such individuals are citizens or non-citizens, of the revenue sources identified in subparagraphs (a) and (b).

II.(a) Solicit input from relevant state agencies and experts regarding the revenue sources identified in paragraph II(a) and (b). The committee shall report its finding on each revenue option considered.

(b) Not make a recommendation for or against any option considered. Should there be substantial disagreement on any finding, such disagreement shall be included in the committee's report.

4 Chairperson; Quorum. The members of the study committee shall elect a chair from the majority party members and vice chair from the minority party members. The first meeting of the committee shall be called by the chair of the committee. The first meeting of the committee shall be held no later than August 7, 2026. Four members of the committee shall constitute a quorum.

5 Report. The committee shall report its findings and any recommendations for proposed legislation to the speaker of the house of representatives, the president of the senate, the house clerk, the senate clerk, the governor, the executive council, legislative members of the general court, and the state library on or before November 1, 2026.

6 Effective Date. This act shall take effect upon its passage.
