Floor Amendment to HB 1616-FN

 

Amend the title of the bill by replacing it with the following:  

 

AN ACT relative to state licensed or certified real estate appraisers.

 

Amend the bill by replacing all after the enacting clause with the following:

1  State Licensed or Certified Real Estate Appraisers; Classes of Licensure or Certification.  Amend RSA 310-B:6, I(a) to read as follows:  

(a)  Apprentice.  The apprentice real estate appraiser classification shall consist of those persons who do not meet the requirements under subparagraph (b), (c), or (d), but are in the process of completing the requirements for one of the classifications of a real estate appraiser.  Apprentice real estate appraisers shall be required to work under the supervision of a New Hampshire certified appraiser who has been certified for at least 2 years and has not been subject to any disciplinary action within any jurisdiction within the 3 years prior to supervisory approval, until the requirements for licensure or certification have been met.

2  State Licensed or Certified Real Estate Appraisers; Continuing Education.  Amend RSA 310-B:14, III(b) to read as follows:

(b)  Participation other than as a student in educational processes and programs approved by the board which relate to real property appraisal theory, practices or techniques, including, but not necessarily limited to, teaching, program development and preparation of textbooks, monographs, articles, and other instructional materials. Such participation shall only satisfy up to one-half of an individual's continuing education requirements.

3  Effective Date.  This act shall take effect 60 days after its passage.

AMENDED ANALYSIS

 

This bill amends the standard for which New Hampshire certified appraisers can serve as supervisors for apprentice real estate appraisers, and limits how much continuing education for applicants for relicensing or recertification can be as a student in certain educational processes and programs approved by the board.
