Amendment to HB 1675

 

Amend the title of the bill by replacing it with the following:  

 

AN ACT relative to the administration of grant programs to support certain victims of crime.

 

Amend the bill by replacing all after the enacting clause with the following:  

 

1  Protection of Persons from Domestic Violence; Grant Program Established.  Amend RSA 173-B:16 to read as follows:  

173-B:16 Grant Program Established.  A grant program is established within the department for the allocation of grant money to New Hampshire programs which provide aid and assistance to victims of domestic violence. The grant program shall be funded by the fund established under RSA 173-B:15.  The grant program coordinator, direct service grantees, and their subcontractors, in the furtherance of the domestic violence grant program, shall be subject to the requirements and exemptions of RSA 91-A as a public body established in 2000 pursuant to this chapter.

2  New Paragraph; Protection of Persons from Domestic Violence; Duties of the Commissioner.  Amend RSA 173-B:17 by inserting after paragraph IV the following new paragraph:  

V.  Provide an annual report of all programs pursuant to this fund to the chairmen and ranking minority members of the house and senate executive departments and administration committees, the executive council, the speaker of the house, the senate president, and the governor.  The report shall include:  

(a)  Terms and conditions of state grants and federal awards, and how these were met or unmet.

(b)  Oversight, monitoring, subrecipient management, and performance evaluation of subcontractors and service providers receiving pass-through funds.

(c)  Procedures and controls for disbursing funds to subcontractors and service providers, including verification of allowable costs and activities.

(d)  Identification, recovery, and reporting of ineligible, improper, or misused expenditures of state or federal funds.

(e)  Public reporting of grant activities, expenditures, outcomes, and use of funds.

(f)  Demographics of individuals served, service outcomes, effectiveness in achieving program goals related to domestic and sexual violence prevention, intervention, and support services, and any performance metrics required by granting agencies.

3  New Paragraph; Department of Justice; Administration of Fund.  Amend RSA 21-M:8-i by inserting after paragraph V the following new paragraph:  

VI.  The attorney general shall provide an annual report of all programs pursuant to this fund to the chairmen and ranking minority members of the house and senate executive departments and administration committees, the executive council, the speaker of the house, the senate president, and the governor.  The report shall include:  

(a)  Terms and conditions of state grants and federal awards, and how these were met or unmet.

(b)  Oversight, monitoring, subrecipient management, and performance evaluation of subcontractors and service providers receiving pass-through funds.

(c)  Procedures and controls for disbursing funds to subcontractors and service providers, including verification of allowable costs and activities.

4  Effective Date.  This act shall take effect 30 days after its passage.

AMENDED ANALYSIS

 

This bill:

 

I.  Subjects certain entities that participate in a domestic violence grant program to RSA 91-A.

 

II.  Requires annual reports on the victims' assistance fund program.
